Two houses in Kent, four blocks apart, both wanting the same charger on the same wall of the same style of garage. One quote comes back at about $1,200. The other comes back at $6,500. The homeowner who got the second number usually assumes somebody is trying it on.
Nobody is. The charger is the cheap part. What you are actually paying for is the distance between your panel and your car, and whether your panel has room for the load at all. Everything below is the breakdown of where the money goes, using ranges that reflect what this work costs across the Puget Sound market right now.
If you want the short version: most Kent homes with a healthy 200 amp panel and a garage-mounted meter land in the $1,100 to $2,500 range installed, permit included. Most Kent homes that need a service upgrade first land somewhere north of $5,000. The load calculation is what decides which house you live in, and it is the reason we open the panel before we quote anything.
The four things that set the price
Everything else is detail.
Panel capacity. A Level 2 charger is a continuous load. Under NEC 625.41, the circuit has to be sized at 125 percent of the charger’s nameplate rating, so a 48 amp charger needs a 60 amp circuit that is spoken for whether the car is plugged in or not. Your panel either has that headroom or it does not.
Distance from panel to charger. Wire is priced by the foot and so is labor. Ten feet of conduit across a garage wall is not the same job as ninety feet under a driveway.
Indoor or outdoor. Outdoor work means weather-rated enclosures, in-use covers, and proper sealing at every penetration. That is real material and real time.
Whether anything else has to be fixed first. Double-tapped breakers, a missing bonding jumper, a Federal Pacific panel. We are not adding a 60 amp circuit to a panel that has a known defect in it, and we will tell you that at the estimate rather than after.
The line items
Here is the same job broken into its parts. These are Puget Sound ranges, and your written estimate will be a single itemized number rather than a set of ranges.

That fourth row is the whole ballgame. It is also the row that most phone quotes leave out.
Three ways this job goes in Kent
Same charger. Three houses. The difference is the wiring, not the markup.
The panel is in the garage. This is the Panther Lake and post-2000 plat version. The house was built with a 200 amp panel, it sits ten to fifteen feet from where the car parks, and there are open slots in it. We set the breaker, run conduit along the wall, mount the unit, pull the permit and get it inspected. Two to four hours on site. Expect roughly $1,100 to $1,600 all in.
The panel is on the other side of the house. Common in East Hill split levels and ramblers, where the panel ended up in a utility room or the basement and the garage is a long way from it. Now we are fishing wire through joist bays, or running conduit around the outside of the house, and the conductor gets upsized so voltage does not sag over the length of the run. Same charger, same breaker, but the labor roughly doubles. Call it $1,800 to $2,800.
The garage is detached. Kent has deep lots, especially out toward Soos Creek and the older Scenic Hill parcels, and a lot of them have a shop or a garage sitting well back from the house. That means trenching, direct burial or conduit, heavier wire, and often a small subpanel at the far end so you are not running a single charger circuit across the yard. Trenching alone can add $300 to $2,000 depending on what is between the two buildings. Concrete and mature root systems are expensive to cross. Budget $3,000 to $5,500, and more if the run is long.
None of those three numbers includes a service upgrade. That is the next section, and it is the one that changes people’s plans.
When the panel has to come first
A 100 amp service was correct for a Kent house in 1978. It was sized for a furnace, a range, a dryer and some lights. Add a heat pump, an induction range, and then a charger that wants 60 amps continuously, and the arithmetic stops working.
We run a real load calculation based on your square footage, your heating type and your actual appliances. Not a rule of thumb, not a guess over the phone. If the calculation says the service will not carry it, you have two options and they cost very different amounts.
Option one is a service upgrade. New panel, new service entrance conductors, a meter pull coordinated with Puget Sound Energy, permit, inspection. In this market a 100 to 200 amp residential service upgrade generally runs $4,000 to $7,500, on top of the charger circuit. Power is off for most of a day. The upside is that you are done for twenty years and you have room for the heat pump you have been thinking about. Option two is load management. NEC 625.42 allows an energy management system as an alternative to increasing service capacity. In plain terms, a device watches total household draw and throttles or pauses the charger when the dryer and the oven are both going. It costs somewhere in the $300 to $800 range, either built into the charger or added as a separate unit, and for a two-car household that charges overnight it is often invisible in daily use.
Not every house qualifies for option two, and any installer who offers it without running the numbers first is guessing. But when it works it saves several thousand dollars, and we would rather sell you the $500 solution than the $6,000 one if the $500 solution is correct. Permits, and why they are in the price
The City of Kent does not run its own electrical inspection program. Permits and inspections inside Kent city limits go through the Washington State Department of Labor and Industries, out of the regional office in Tukwila. Washington currently inspects to the 2023 National Electrical Code.
A new 240 volt circuit requires a permit. That is not a gray area, and neither is the inspection. We buy the permit before the work starts and we book the inspection ourselves, so you never have to deal with L and I directly.
If a bid does not mention a permit, the permit is not in it. That is the single most reliable way to tell a real quote from a cheap one. An unpermitted charger circuit is the sort of thing that surfaces during a home sale, at exactly the moment you have the least leverage, and it can complicate an insurance claim if anything ever goes wrong on that circuit.
What you can actually get back
This part changed recently and a lot of pages online have not caught up.
The federal 30C credit, the one that covered 30 percent of charger and installation costs up to $1,000, expired on June 30, 2026 under the One Big Beautiful Bill Act. If your charger was placed in service after that date, there is no federal credit. Any site still telling you to file Form 8911 for a 2026 install is working from stale information.
What remains is the utility rebate, and it is worth having. Puget Sound Energy offers up to $300 toward a qualifying Level 2 home charger, and customers who meet the income thresholds under the Empower Mobility program can get up to $600 for the charger plus as much as $2,000 toward installation. The rules are specific: you have to already own, lease or have ordered an EV, the charger has to be an ENERGY STAR smart Level 2 model on PSE’s prequalified list, it has to be Wi-Fi connected, and the application has to go in within 60 days of installation. Two practical notes. First, that Wi-Fi requirement is why we ask which charger you are buying before you buy it. A $400 unit that is not on PSE’s list can end up costing you more than a $500 unit that is. Second, PSE asks that you or your installer call their Customer Construction Services line at 1-888-321-7779 to confirm your existing service can carry the new load. On the older 100 amp services around East Hill, that call occasionally turns up a constraint on the utility side that nobody sees from inside the garage.
What a real estimate should contain
Somebody should come and look at the panel. Not ask you to text a photo of it, though a photo is a fine way to start. Somebody should open it, count the slots, read the labels, and check what is already on the bus before quoting a 60 amp continuous load.
Your written estimate should name the charger model and amperage, state the circuit size and the wire gauge, describe the route the conduit will take, include the permit and the inspection, and give you one number. Ours are free, itemized, and there is no trip charge or dispatch fee. The number does not move unless you change the job.
Things that should make you pause: a flat price quoted over the phone without anyone seeing the panel, a bid with no permit line, a bid that assumes a service upgrade before running a load calculation, and a bid that assumes no service upgrade for the same reason. Both errors cost you money, just in opposite directions.
Common questions
Does my Kent home need a 200 amp service for an EV charger? Often, but not always. Post-2000 homes around Panther Lake usually have the capacity already. The 100 amp services common in East Hill houses from the 1970s and 1980s frequently do not, particularly if there is a heat pump or an electric range in the mix. A load calculation gives you the actual answer in about twenty minutes of somebody’s time.
How long does the installation take? A straightforward garage install is two to four hours plus the inspection. Add a service upgrade and you are looking at a full day with the power off for most of it. Trenching to a detached garage usually spans two days.
Can I install the charger myself and save the labor? Washington law reserves this work for licensed electrical contractors employing certified electricians, with a narrow owner-occupant exemption. Beyond the legality, unpermitted work on a 60 amp continuous circuit is the kind of thing that costs you an insurance claim or a sale later. It is not where we would save money.
Is a hardwired charger better than a NEMA 14-50 outlet? Hardwired is cleaner, has no plug connection to loosen or overheat, and is required above certain amperages. A 14-50 receptacle is cheaper up front and lets you take the unit with you if you move. Both are code compliant when done properly. We will tell you which one suits your setup.
Do you install chargers in ADUs and detached shops? Yes. Detached structures need their own feeder and usually a subpanel, which we work out at the plan stage. That work sits alongside our new construction and ADU wiring.
What if I am adding a second EV later? Say so at the estimate. Sizing the feeder once for two chargers costs far less than doing the job twice, and it is a common regret among people who installed their first charger three years ago.
