Two houses in Tacoma. Same year built, both on 100 amp service, both wanting 200. One quote comes in around four thousand. The other comes in around eleven.
The homeowner with the eleven thousand dollar quote assumes somebody is trying to rob her. Usually nobody is. The two jobs are not the same job, and the reason has almost nothing to do with the panel hanging on the wall.
I want to break the pricing apart line by line, because the total is the least useful number in any quote. The bands below are approximate and rounded on purpose. I will not publish an exact figure, because then somebody calls in November wanting that figure on a house nobody has walked, and we both waste an afternoon. Use these to sanity-check a bid you already have, not as a quote.
First: a panel swap and a service upgrade are two different projects
This is where most of the confusion in Tacoma pricing comes from, and it is worth getting straight before you look at a single dollar figure.
A panel replacement means the box, the breakers, and the guts get replaced. Your service stays the same size. The meter base, the wire from the pole, and the utility’s equipment are untouched. This needs an electrical permit and an inspection. It is usually one day, with the power off for part of it.
A service upgrade means the capacity coming into the house changes, typically 100 amps to 200. Now the meter base is in scope. Often the mast and weatherhead too. The utility has to disconnect and reconnect you, and depending on your street, their equipment may need to change.
Those are different jobs with different costs and very different timelines. When two Tacoma quotes look incomparable, this is the first line to check. Half the time one contractor quoted a swap and the other quoted an upgrade, and nobody said so out loud.
The line items, and roughly what each contributes
Here is what sits inside a residential quote in Tacoma, in descending order of how much it moves the total.
Labor. The largest share, and it is not close. A straightforward panel replacement is six to ten hours for a licensed electrician and a helper. A 1920s house in the North End with a panel wedged into a basement corner behind a furnace can double that. Puget Sound electrician rates run near a hundred dollars an hour and up, and Washington labor costs sit well above the national average.
Breakers. This one surprises people every time. The panel itself is a few hundred dollars. Populating it with the AFCI and GFCI protection the current code requires can cost as much as the panel or more, particularly on a full house. Older panels had none of this. You are not paying for a fancier box, you are paying for protection on every circuit that needs it.
Meter base and service entrance. Zero on a straight swap. On a 100 to 200 amp upgrade, add the meter socket, heavier service entrance conductors, and often a new mast and weatherhead if the existing one will not carry the load. This is frequently the single biggest jump between a cheap quote and an expensive one.
Grounding and bonding. Old Tacoma houses regularly have no proper grounding electrode system at all. Ground rods, a water pipe bond, and correcting whatever creative solution a previous owner installed. Small line item, non-negotiable, and it fails inspection if skipped.
Permit and inspection. In Tacoma these run through Tacoma Power, not the building department. Budget a few hundred dollars for a residential panel permit. If a quote does not show this, ask why.
Utility coordination. Scheduling the disconnect and reconnect, and on a service upgrade, the meter and drop work. Some of this is our time, some may be utility charges.
Sales tax. Washington charges retail sales tax on residential construction labor as well as materials. Tacoma’s combined rate is somewhere over ten percent. On a six thousand dollar job that is real money, and it should appear as its own line rather than hiding inside the total.
Patching. If the panel moves, or if the meter relocates, you may need siding or drywall repair. Usually quoted separately, and worth asking about directly.
Approximate bands for Tacoma
Rounded, and stated as ranges rather than prices. Every one of these assumes permitted work with an inspection.
Like-for-like panel replacement, existing service adequate, reasonable access. Low to mid four figures. This is a Zinsco or Federal Pacific box coming off the wall and a modern panel going up in its place, same amperage, same location.
100 to 200 amp service upgrade, overhead, straightforward. Mid four figures to around seven or eight thousand. Panel, meter base, service entrance, grounding, permit, inspection, and the utility cut-over.
Service upgrade with complications. Into five figures. Complications means an underground service, a meter that has to relocate, a mast through a roof that needs rebuilding, a panel moving from a closet to an exterior wall, or a house where opening the wall reveals wiring that cannot legally be reconnected to a new panel.
400 amp service. A different conversation, usually driven by a large house, a shop, or a detached unit. The panel hardware difference is modest. The service entrance and utility work are not.
That last band is where honest quotes and bad quotes diverge most, and it is the one worth getting a second opinion on.
The Tacoma Power timeline nobody warns you about
If your job is a panel swap, this section does not apply to you. Permit, install, inspect, done in a week or two.
If it is a service upgrade, read carefully, because this is the part that catches people.
Electrical permits in Tacoma Power’s service area come from Tacoma Power, not City of Tacoma Planning and Development Services. Two separate offices, both in the Accela portal. Contractors who work mostly in unincorporated Pierce County get this wrong regularly.
But the permit is the fast part. For new or upgraded service, Tacoma Power publishes its own project timeline estimates, and for an upgraded service they estimate roughly thirty weeks for the application process, followed by around eight weeks of engineering, then a couple of weeks for the service connection itself. They also note ongoing supply chain constraints affecting material availability for new connections.
Thirty weeks is not a typo. That is their published figure, and it is the number I quote people when they tell me they want 200 amp service before the EV arrives next month.
Not every upgrade sits in that queue. Simpler disconnect and reconnect work moves far faster, and the timeline depends on what your street already has in the ground or on the pole. But if somebody promises you a Tacoma service upgrade in three weeks without having checked, they have not checked.
Plan around this. If you are buying an older Tacoma home and know you will need more capacity, start the application early. The electrical work itself is a day. The waiting is the project.
One more thing that changed this summer
Tacoma Power adopted the 2026 National Electrical Code as of June 1, 2026.
If you are holding a quote written in early 2026 and are only now deciding, the protection and circuit requirements behind that number may have shifted. Ask whoever wrote it to confirm it was priced under the current code. A quote priced under the old cycle is not dishonest, it is just stale, and the difference tends to show up in the breaker line.
Why the Federal Pacific and Zinsco question is not really about cost
A large share of Tacoma’s panel work involves these two brands, plus Pushmatic. They show up constantly in houses from the fifties through the seventies across South Tacoma, the Eastside, Fern Hill, and the older parts of the West End.
The concern with these enclosures is that the breakers may not reliably trip under fault conditions. A breaker that does not trip is not a nuisance, it is the thing standing between a fault and a fire.
People sometimes ask whether they can just replace the breakers and keep the box. Generally no, and I would not do it. Replacement breakers for these panels are a mixed market and the underlying design is the issue.
If you have one of these panels, the question is not whether the upgrade is worth the money. It is whether you do it this year or next. Things worth adding while the panel is open
The marginal cost of doing these during a panel job is far lower than doing them as separate visits later.
A dedicated circuit or two for the kitchen, a shop, or a future appliance. Whole-home surge protection, which mounts at the panel and is inexpensive when somebody is already in there. A circuit for an EV charger, even if the car is a year away, because running the conductor while the panel is open costs a fraction of what it costs on a return trip. If a load calculation shows your existing branch wiring cannot support what you want, that is a wiring update conversation rather than a panel one.
Also worth asking about: Washington has offered rebates toward panel and service upgrades for income-qualified households, tied in some cases to electrification work like heat pumps. Program terms and funding change, so confirm current eligibility with the program directly rather than taking any contractor’s word for it, including mine.
Common questions about panel upgrades in Tacoma
How long will my power be off? For most panel replacements, several hours in a single day. Service upgrades can involve a second outage window for the utility cut-over. We tell you the expected window before we start and we do not leave a house without power overnight.
Do I really need 200 amps? Not automatically. It depends on a load calculation, not on what your neighbor did. A modest house with gas heat and no EV may be fine at 125 or 150. A house adding a heat pump, an EV charger, and an induction range is a different calculation. Anyone quoting 200 amps without running the numbers is guessing, and guessing upward is the safer guess for them and the more expensive one for you.
Can I keep my existing panel and just add a subpanel? Sometimes, and it can be the cheaper right answer. It depends on whether the main service has headroom and whether the existing panel is a brand worth keeping. It is not a workaround for a Federal Pacific or Zinsco enclosure.
Why is my quote so much higher than the national average I found online? National averages are close to useless in Puget Sound. Washington labor runs well above the national figure, our housing stock is older than most, and Tacoma has its own permitting track. Compare against local quotes, not against a national calculator.
Is the permit really necessary? Yes, and an unpermitted panel is a problem that surfaces at the worst time, usually during a sale or an insurance claim. We pull the permit and schedule the inspection as part of the job.
Do you charge for estimates? No. Somebody comes out, opens the panel, looks at the meter and the service entrance, and runs a load calculation. Then you get a written itemized number. We do not quote panels over the phone, and a phone quote from anyone is a guess.
My breaker keeps tripping. Is that a panel problem? Maybe, or maybe the circuit is genuinely overloaded, or there is a fault downstream. A tripping breaker is doing its job. A breaker that has stopped tripping is the frightening one. If you have a burning smell near the enclosure, that is not a scheduling question, that is an emergency call.
Getting a number that applies to your house
The bands above should tell you whether a quote you are holding is in a sane neighborhood. They cannot tell you your number, and I would treat any contractor who gives you one over the phone with suspicion.
